Architects / 12 site supervision steps: Project handover is the thirteenth article of a series. To share and illustrate the author’s years of project supervision experience. This article covers the site supervision project handover tasks related to the project site. Moreover, the procedure to issue a building completion certificate. Also, shows many of the architect’s site work tasks and other engineering works of civil and MEP.

In this article, I do not aim to describe the project closer in project management. I aim to show the site supervision project handover process at the site. The consultant, after a project completion, gives orders to begin the handover of the site project. The project handover includes many steps; some relate to authority approvals and online steps. Also, the handover steps include the presence of the consultant, contractor, subcontractor, if involved authority, and finally, the client or someone from his office.

In the Gulf region, mainly the steps of the handover begin with an online application. The application starts from the consultant side, and the consultant pays the government an application fee. The system, municipality,  generates an inspection date for the supervision team to attend the site project. All mentioned involved parties attend with the authority team to inspect the building. Mainly, the architecture team will run a check of all the building.

 The site supervision project handover includes the authority architecture team inspecting all the building, starting from the ground floor. All floors if they match the approved drawings in terms of layout. The staircase steps numbers, railing heights, design, and safety. The elevator dimensions match the approved design and location. The internal false ceilings and the installed materials. Internal spaces, rooms, halls, and heights. All external facades, windows, balcony locations, design, and components. Roof gym design, swimming pool, and external pergola and sitting areas. External facades, shed materials, and design. Also, the number of car park slots and dimensions. Finally, the landscape, entrance design matches the approved drawings.

Upon completion by the authority architecture supervision team, if all match drawings, initial approval is generated. The authority team will ask the site team to proceed to get other approvals. Moreover, in a second step, the consultant began an application to the civil defense. Thereafter, the authority will fix a date for inspection. The site MEP team will attend the inspection. The civil defense team will switch on the fire alarm and check the connections in the building as well as in the civil defense mainboard. The internal firefighting system and pumps will also be checked and expected. Upon final approval, Civil defense will issue a written approval for the consultant.

The Consultant will apply after that for the water and electricity authorities to check the building. Again, the MEP team to attend the check and inspection. The authority will ask about the initial approval submitted after the start of construction activities. Authority engineers will check all substation and LV room locations against the approved drawings and the location in the building. Engineers will open the power and check that all the building systems are running properly. This goes for the water system and the telecommunication system in the building.

The authority engineers of Etisalat will check the telephone room location and the initial approval. The engineers will also check the room dimensions as per their standards. Authorities will have the only access pass to this room and the electrical room. Engineers prevent any access because the connections may be removed when the tenant of the flat or the owner fails to pay the bill. When all authorities check, the building systems are running properly, they issue official approval. The consultant will upload all approvals, final as-built drawings, previous NOC’s and client letters to inspect the building. Accordingly, the authority will issue the Approval and the building completion certificate after paying the final fees.
